It is possible to apply for a tourist visa from a WHV, you will need to show you have enough funds to live in Australia without working, also there may be a condition 8503 imposed which may prevent you from applying for any other visas from within Australia after having held the tourist visa. You can ask for a short term or long term tourist visa and the DIMA officer will decide what to grant you.
Bonne chance!

Is it easier to fly to new zealand at the end of our WHV and to apply from there to an ETA (12 month with maximum of 3 month consecutive stay). Is there any risk to be refused in NZ if your WHV is expired in AU and you show you have a return ticket to AU? If I do that, will I get the « No further stay » in my passeport?
Thanks for your help,
Ceado

You can go to NZ or any other country and apply for another ETA through the travel agent when you purchase the flight ticket to Australia, there is no 8503 inposed then but keep in mind that when you enter Australia you may be asked questions at the airport to make sure you are not coming back to work illegally (since it will be clear in the system that you are coming back on a tourist visa after having held a WH visa). The DIMA officers at the airport also have a discretion to put a 8503 in your passport although that may not happen at all – it’s important you know that it may.
Youmay also need to show that you have a ticket out of Australia.
I hope that helps.
Best wishes,
